Greetings from the workshop! 

Thanks to all participants from Estonia, Finland, Norway, and Åland for the fruitful discussions on cross-border data exchange! They were really insightful! Here is a brief summary on the discussions in our workshop on 13th October 2022.


In the first part of the workshop, the participants discussed a stakeholder map which was constructed from our project's perspective. There was a good discussion about how the stakeholder map describes only the organizations and their relations to each other. It would be perhaps more useful to add a new layer of use case perspective to the map. Also, eDelivery was brought up to the discussion because it was missing in the original map. By building with eDelivery, public and private organizations from different sectors can easily create a safe and interoperable channel to transfer documents and data among each other over a public or private network (read more here).


In the second part of the workshop, the participants were asked to give their input to the handbook on cross-border data exchange which is conducted by the Finnish Presidency Project. The participants gave their insights about challenges and solutions when it comes to cross-border identification and cross-border data transfer. The participants identified at least following challenges: cross-border identity matching, legislative changes are slow, there is no standard that everyone uses, sufficient resources are lacking, and national solutions are not tailored to cross-border data exchange. In addition to the previous, data is in different places, in different format, and in different languages. Luckily, there are also solutions which tackle some of the challenges: European Digital Identity Wallet, eDelivery, X-Road, EMREX, Single Digital Gateway Once Only Technical System, European Data Spaces, and Gaia-X. Just to mention a few of them.


In the last part of the workshop, the participants wrote down their key takeaways of the seminar day. It stood out clearly that we have similar challenges in every country, and we need coordination which is not only cross-border but cross-sectoral. We also need also clear goals, and we should identify our common capabilities better. Furthermore, it is always fruitful to have a status update and information on about what is happening in our neighboring countries and regions.
