The Nordic Council of Ministers | Finland's Presidency Project

The project is part of Finland’s Programme for the Presidency of the Nordic Council of Ministers Presidency in 2021, and also one of the measures implementing the Nordic Vision 2030. The project is carried out under the umbrella of the Cross-Border Digital Services Programme (CBDS) of MR-Digital and in cooperation with the other projects within the Programme.

The project’s starting point is the citizen’s daily life, and the project will produce a common model handbook and best practices for improving cross-border data exchange. The model handbook will be validated through three life events:

The project is administered by the Finnish Digital and Population Data Services Agency, and the life events are coordinated by the Finnish National Agency for Education, the Finnish Institute for Health and Welfare and the Finnish Ministry of Justice, respectively. Within each life event, an inter-Nordic-Baltic working group will be formed, or existing cooperation fora will be utilised, to ensure a common Nordic-Baltic viewpoint.

The project is financed by the Nordic Council of Ministers and is nationally supervised jointly by the Finnish Ministry of Finance, the Ministry of Social Affairs and Health, the Ministry of Education and Culture, the Ministry of Justice, and the Ministry for Foreign Affairs.

    Aim and outputs

    The project aims to increase effectiveness of cross-border data exchange and to provide solutions for cross-border data exchange and cooperation between authorities, especially within the sectors of the selected life events. The project continues until the end of 2023. As the main deliverable, the project will produce a Handbook on cross-border data exchange.

    titleRead our baseline study report!

    How efficient is the exchange of data between countries at the moment? What kinds of needs and, on the other hand, bottlenecks can be identified? How could the exchange of data be further streamlined in cooperation between authorities? The baseline study report has been completed in response to these questions. The report establishes the requirements concerning key actors, data resources and data exchange as well as administrative and legislative bottlenecks in selected entities. Within the report, data interoperability was assessed at the four interoperability levels of the European Interoperability Framework (EIF): legal, organisational, semantic, and technical interoperability.
