The Presidency Project

The project is part of Finland’s Programme for the Presidency of the Nordic Council of Min-isters Presidency in 2021, and also one of the measures implementing the Nordic Vision 2030. The project is carried out under the umbrella of the Cross-Border Digital Services Programme (CBDS) of MR-Digital and in cooperation with the other projects within the Pro-gramme.

The project’s starting point is the citizen’s daily life, and the project will produce a common model and best practices for improving cross-border data exchange. The model will be vali-dated through three life events:

  •  studying in another Nordic-Baltic country,
  • using health care services in another Nordic-Baltic country, and
  • versatile use of the Nordic-Baltic legislative data bases.

The project is administered by the Finnish Digital and Population Data Services Agency, and the life events are coordinated by the Finnish National Agency for Education, the Finn-ish Institute for Health and Welfare and the Finnish Ministry of Justice, respectively. Within each life event, an inter-Nordic-Baltic working group will be formed to ensure a common Nordic-Baltic viewpoint.

The project is financed by the Nordic Council of Ministers (MR-Digital) and is nationally su-pervised jointly by the Finnish Ministry of Finance, Ministry of Social Affairs and Health, Ministry of Education and Culture, Ministry of Justice, and the Ministry for Foreign Affairs.

The work within the life events will commence with a webinar for those participating in the working groups of each life event on Monday 15th March 2021. Invitations to this webinar will be sent separately.

Over the last 10 years, cross-border mobility has significantly increased in the Nordic and Baltic countries. For example, the Nordic Work Mobility and Labour Market report published in 2019 with the support of the Nordic Council of Ministers states that cross-border employment between Sweden and Denmark, for example, increased by about 60% over the course of 10 years (2005–2015).  According to the study, more than 300,000 Nordic citizens live or work in another Nordic country and this number is on the rise.
