Greetings from the workshop for the handbook of cross-border data exchange!

First, we want to thank all our colleagues and stakeholders from Estonia, Faroe Islands, Finland, Denmark, Latvia, Norway, Sweden, and Åland for the fruitful discussions and input to the Handbook of Cross-Border Data Exchange (of Educational Credentials). Here is a summary of the topics and results of the workshop, which was held as a Teams meeting 17th of April 2023.

To spark the discussion, we started the workshop by drawing an overall picture of the current situation in the field of cross-border data exchange. Anne Kari from Finnish Digital and Population Data Services Agency introduced us the most central European level acts which are needed to be taken into consideration when developing cross-border digital services.

In the second part of the workshop participants gave input to the Handbook of Cross-Border Data Exchange. The task was to come up with subjects that we must have or should have and subjects that would be nice to have in the handbook. There was a nice hustle on the Miro board during the workshop and a few subjects stood out clearly in the must have category:


  • Connections and relations with other existing systems: SDG OOTS, EUDI Wallet, EMREX?
  • Standards and data models: How do they connect? ELMO, ELM, W3C or CLR?
  • Concrete and simple first steps: How to get started with cross-border data exchange?


Reflecting on the key takeaways from the workshop, we can only say that we have similar challenges in each country, and we need coordination that is not only cross-border, but also cross-sectoral. We naturally need clear and common goals. In addition, it is always good to get a status update and information about what is going on in neighboring countries and regions.

Save the Date! Cross-Border Digital Services Seminar in Copenhagen, 9 November 2023

The Handbook of Cross-Border Data Exchange will be published in Cross-Border Digital Services Seminar which is organized by the Cross-Border Digital Services (CBDS) Programme and funded by the Nordic Council of Ministers.

During this full-day seminar, you will discover how the Nordic and Baltic digital governments are working together to accelerate digital transformation in society, and which challenges still need to be addressed. You will also gain insight into how the CBDS Programme and the Nordic Council of Minister’s co-operation on Digitalisation complement and can strengthen the EU's digital decade goals and capabilities.  

The programme will feature in addition to the Handbook of Cross-Border Data Exchange, EU’s Once Only Technical System, the coming European Digital Wallet, how to perform identity matching in cross-border settings, and much more.

Case EMREX & Metropolia University of Applies Sciences

Metropolia University of Applied Sciences in Finland will start a new era in 2023. Among the first Finnish higher education institutions, Metropolia has introduced an electronic service based on the EMREX solution. It can be used to recognise studies completed elsewhere as part of a degree completed in Finland. The transition to EMREX significantly reduces the time use required by the credit transfer process. EMREX also increases the reliability of the data when the data comes into the system from a certified location.

The new service makes the credit transfer process easier, particularly when the student returns from the exchange to Finland or to their home institution abroad. Until now, the credit transfer process has been laborious for different parties and has relied heavily on paper documents and the students' own activity. The amount of work and the possibility of errors have been high, and requests for supplementary and additional information are frustrating for both students of the digital age and representatives of the educational institution.

The aim is for the local reforms and solutions to be interoperable with European solutions and policies. They should therefore be scalable for more widespread use, just like the solution introduced at Metropolia. The reform introduced at Metropolia will facilitate and automate the exchange of information between higher education institutions. It works both between higher education institutions in different countries and between different higher education institutions in the same country. There are many potential use cases for the solution also outside education.
