Norway leads the way in sharing digital data via EMREX

Norway is a forerunner when it comes to utilizing EMREX – an electronic data exchange solution. In Norway, EMREX is used in several different ways, for example by individuals who want to share their achievement records with others e.g. future potential employers. The are also plans to expand the use of EMREX to study record data from upper secondary education, results of recognition, language tests and driver’s licenses.


The Norwegian Diploma Registry (Vitnemålsportalen) has seen a large increase in sharing of educational results via EMREX in the last years. The number of EMREX sharing doubled from 2019 to 2020, from 28 000 to 57 000. The number continued to grow in 2021 to 68 400.The reason for this has been the growing number of web services connecting as EMREX clients to the Diploma Registry in the last couple of years, especially recruitment services.

Sharing data through the Diploma Registry is easy, safe and 100% digital. The Diploma Registry is now an established resource among the whole of the Norwegian population, not only young people in an ongoing education. The use of the Diploma Registry is free of charge.


Extending the use of EMREX

There are already plans for expanding the scope of the Diploma Registry service and use of EMREX with other kinds of education, knowledge and skills, for example vocational schools, professional certificates, language tests, driver’s licenses and more.

In addition, Norwegian Home Builders’ Association has been initiated to support the digitalization of the HSE (Health, Security, and Environment) Card. All those citizens who carry out work on building and construction sites, including both Norwegian and foreign workers, must have an HSE card. The goal is to automate the HSE card production process by having all information needed to set up an HSE card in Diploma Registry and enabling the owner of the data (the citizens themselves) to share the data with third parties like the home builders.

What is the Studying in another Nordic-Baltic country (CBDS-Study) project about?

CBDS-Study is also a part of the Finnish presidency project ‘World’s smoothest cross-border mobility and daily life through digitalisation’ that was launched at the start of 2021. The aim of the project is to streamline the daily life and mobility of citizens and companies across borders by enhancing the exchange of information between the authorities in Nordic and Baltic countries. One of the goals for CBDS-Study is to enhance student data exchange between the Nordic and Baltic countries. Norway has been a forerunner when it comes to sharing digital data via EMREX – an electronic data exchange solution. EMREX has also been mentioned as a good practice in the baseline study which was conducted in the project in 2021.
