eIDAS-asetuksen uudistus

Valtiovarainministeriö on asettanut kansallisen koordinaatioryhmän valmistelun koordinointia varten. Ryhmän tavoitteena on pyrkiä vaikuttamaan oikea-aikaisesti eurooppalaisen digitaalisen identiteetin valmisteluun EU:n toimielimissä ja muiden jäsenvaltioiden kanssa tehtävässä yhteistyössä niin, että lopputulos olisi Suomen tavoitteiden mukainen. eIDAS Toolbox -koordinointi

Digi- ja väestötietovirasto (DVV) vastaa kansallisesti Toolbox-työn koordinoinnista. Valmistelu tapahtuu komission ja jäsenvaltioiden yhteistyönä. Tekniset vaatimukset sisältäisivät kattavasti vaatimukset lompakkosovelluksen teknisestä rakenteesta, yleisiä standardeja, teknistä referenssiaineistoa sekä hyviä käytänteitä.

DVV tiedottaa Toolbox-työn etenemisestä ja linjauksista kansallisesti sekä julkiselle että yksityiselle sektorille ja kerää mahdollisimman laajasti kansallisen näkemyksen eri toimijoilta Toolbox-työn kannalta merkityksellisiin asioihin sekä välittää tämän tiedon kansalliselle koordinaatioryhmälle Suomen virallisen kannan muodostamista varten.

Toolbox-työhön liittyy keskeisesti viitearkkitehtuuridokumentti, ARF (The European Digital Identity Wallet Architecture and Reference Framework). ARF on teknisessä mielessä keskeisin EU-lompakkoarkkitehtuurin kehitystä ohjaava dokumentti. ARF-dokumentin tavoitteena on tarjota tekniset määrittelyt yhteen toimivan EU-lompakkosovelluksen toteuttamiseen. Dokumentin valmistelusta vastaa jäsenmaiden asiantuntijoista koostuva expert group ja työtä koordinoi EU-komissio. ARF-dokumentti ei ole valmis, vaan sitä päivitetään työn edetessä.

Rajat ylittävä pilotointi (LSP)

Suomi on mukana kolmessa eri konsortiossa, jotka hakivat elokuussa 2022 rahoitusta eurooppalaisten lompakkosovellusten rajat ylittävään pilotointiin. EU-komissio on kutsunut kaikki kolme konsortiota valmistelemaan avustussopimusta. Suomen mukanaoloa on koordinoinut valtiovarainministeriö.

Suomi on mukana kolmessa konsortiossa: POTENTIAL (Traficom), DC4EU (OPH), EWC (Vero, PRH, Valtiokonttori). VM ja DVV ovat mukana kaikissa kolmessa konsortiossa. Voit lukea lisää piloteista myös DVV:n sivuilta.

DVV:n esimerkkisovellus

Osana eIDAS Toolbox-työtä DVV toteuttaa esimerkkisovelluksen (Finnish EUDI Wallet Demo), joka mahdollistaa erilaisten käyttötapausten testaamisen toimivalla mobiilisovelluksella Eurooppalainen identiteettilompakko viitekehyksessä. Lue DVV:n esimerkkitoteutuksesta tarkemmin täältä.

The reform of the eIDAS regulation

The Ministry of Finance has appointed a national coordination group to coordinate the preparation of the eIDAS regulation. The goal of the group is to try to influence the preparation of a European digital identity in a timely manner in EU institutions and in cooperation with other member states, so that the result is in line with Finland's goals. eIDAS Toolbox coordination

The Digital and Population Information Agency (DVV) is nationally responsible for coordinating the Toolbox work. The preparation takes place in cooperation between the Commission and the Member States. The technical requirements would comprehensively include requirements for the technical structure of the wallet application, general standards, technical reference material and good practices.

DVV informs the progress and policies of the Toolbox work nationally to both public and private sectors and collects as widely as possible a national view from various actors on matters relevant to the Toolbox work, and forwards this information to the national coordination group in order to form Finland's official position.

Toolbox work is mainly related to the reference architecture document, ARF (The European Digital Identity Wallet Architecture and Reference Framework). ARF is, in a technical sense, the most central document guiding the development of the EUDI wallet architecture. The goal of the ARF document is to provide the technical specifications for the implementation of a functioning and interoperable EUDI wallet application. An expert group consisting of experts from member countries is responsible for the preparation of the document, and the work is coordinated by the EU Commission. The ARF document is not ready, but will be updated as the work progresses.

Cross-border piloting (LSP)

Finland takes part in three different consortium that applied for funding in August 2022 for the cross-border piloting of European wallet applications. The EU Commission has invited all three consortium to prepare a grant agreement. Finland's participation has been coordinated by the Ministry of Finance.

Finland is involved in three consortium: POTENTIAL (Traficom), DC4EU (Finnish National Agency for Education), EWC (Finnish Tax Administration, Finnish Patent and Registration Office, State Treasury). Finnish EUDI Wallet Demo application

As part of the IDAS Toolbox work, DVV implements a demo application (Finnish EUDI Wallet Demo), which enables testing different use cases with a functional mobile application in the framework of the European identity wallet. Read more about DVV's EUDI Wallet Demo application here.
