Introduction
Work package 1 or-Baltic Country* aims at developing fluent cross-border digital services between the Nordic and Baltic countries in the field of studying abroad in higher education and upper secondary education. The
work packageproject contributes to the Nordic-Baltic
Regionregion to become the most integrated area in the world in this field.
All the Nordic and Baltic countries have reached, in global comparison, a rather advanced level in the development of digital services.
ContinuousContinuous development and ever closer co-operation across the Nordic and Baltic borders are essential for future aspirations.
At the moment, most digital services are planned and implemented within one country, and cross-border digital services are rather an exception. As digitalization digitalisation advances everywhere, it is also the expectation of the citizens in the Nordic-Baltic Region that digital services work anywhere and at any time.
Citizens interested in studying abroad in the neighboring countries will expect smooth and flexible digital services before, during and after their study abroad period. The project Work package 1 will contibute contribute towards making all this a reality by improving interoperability of existing digital systems and compability of data.
In the work package 1 we This project will:
- Identify the key parties, data repositories, data exchange requirements and possible administrative and legislative challenges from the perspective of the study abroad experience. (The Baseline study)Create , and create a project plan based on the Baseline study analysis and the needs and of Nordic /and Baltic partners; needs analysis and arcitecture analysis taking into
account EMREX, SDG-the single digital gateway and Europass. Clarification of tools, capabilities, level of

technical implementation, data models, data contents in the participating countries, as well as data needs
and role of supply data. Definition of use case: e.g. data needed for secondary level students to apply for
higher education studies abroad: minimum data requirements. Preliminary definition of POC
Common Operating Model and practices to strengthen and improve the cross-border digital exchange of
data;
The project does not aim at building new service packages but rather at Attention will be paid to information security and data protection solutions. The continuous lerning perspective will be observed, as so far many digitalisation efforts have concerned one certain education sector.
